How do I get a refund or replacement for an iPad with a moving black circle on the screen?

I purchased new ipad a16. At the moment I found a black circle on the screen. It appears in different place, in horizen position or vertical position. Can I get a refund or replacement?

Thank you for the additional screenshot and explanation.

Are you using a Mouse or TrackPad with your iPad? The dot that you see is the Mouse/TrackPad cursor - that represents the associated touch-point on the screen. While the size of the dot-cursor can be altered, you cannot change its style from a dot (representing the “touch” point) to an arrowed or other pointer.

Available information about customising the Mouse/Trackpad pointer can be found here:

Can I get a refund or replacement?

Remember we are other end uses, not Apple, and we cannot give you an "official answer here.

However, if you bought directly from Apple, either through their online store or in a genuine Apple retail store, they have published a 14-day (calendar) grace period during which you can return a device for a no-questions-asked refund.

If you bought from an authorized reseller or other party, the seller's return policy is in effect, not Apple's.

That's how it is in the US. If you bought in Korea, it may be prudent to ask the same question in Apple's Korean-language communities forums here:

PS: A dot cause by a screen protector (a bad idea in the first place), will NOT move around.

I never use mouse or track pad. When I turn on, the black dot appears on the screen. I talked with apple chat guy and he recommended the force restart. So I did, but it does not help.

If your iPad is not operating as expected, try a forced-restart - as this will often clear an isolated software issue:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

If the problem persists after performing the restart, it may be necessary to reset your iPad settings. While this reset will not cause any loss of data, as a precaution, it is always wise to ensure that you have a current iCloud or iTunes backup before performing the reset:

When you are happy to proceed, you can perform the reset from iPad settings:

Settings > General > Transfer or Reset iPad > Reset > Reset All Settings

If the problem still doesn’t clear, the next step is to reset the iPad to factory settings:

Consider visiting the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to provide hands-on assistance with troubleshooting the problem:
