With my apologies for not reading all seven pages of this discussion, if opening the file in Preview, saving it, and closing it works as a manual solution, has anyone tried automating that as a Folder Action? That sounds like it would work...
For those interested, the problem related to image thumbnails for Canon CR3 HDR-PQ files has not been resolved in Sequoia 15.6.
Looks like we may have to wait until macOS Tahoe 26 for a resolution, if ever. This is highly disappointing as the problem was reported early in the macOS 15 release cycle.

I'm on a Mac Studio and I've been getting blank thumbnails since the onset of Sequoia (and a bunch of other quirks). The photos normal appear normal when using the space bar, and I have to use Bridge to view and edit them in a folder. (Other tasks of Bridge include batch re-naming and adding metadata, such as copyright notices.)
Another quirk that may be related is that you can't select a range of thumbnails with the shift key. Have to draw a marquee around them to select multiple thumbnails.

Can you me a bit more specific about what you are not seeing? Are we talking about the images that Finder displays for different parts of you Mac, like Applications, Documents, Desktop?

I regularly move several hundred photos at a time from iPhone to Macbook Air using Airdrop, then transfer them from Downloads to a folder on the desktop. It’s been fine until the Sequoia update but now the thumbnails only display in Downloads. If I move the photos to a new folder (eg on the desktop) some thumbnails are visible, but appear but then disappear, and some only appear as blank boxes, although the photo appears if I double click on the empty thumbnail box and clicking get info shows the full photo size. So it’s just the thumbnail that seems to be an issue. Hoping Apple with fix this quickly.
I’ve got several thousand photos in the Photos app and the thumbnails there are fine.
This is what's happening in Finder - instead of seeing image previews, we are seeing just an icon for the file type. I'm also experiencing the issue since upgrading to Sequoia and noticed it yesterday as I reviewed folders of photographs from an external hard drive. The attached image, however, is from the MacBook Pro hard drive in the downloads folder (on an M1 Pro 16" 2021). Hoping it's fixed soon!
I have the same problem after the Sequoia update. It happened to me only with some PNG files from external drive. If someone doesn't understand what I'm talking about, here's my screenshot, all files should display miniature image preview, but part shows only the standard PNG icon. Already tried copy files, move files, boot in safe mode and nothing helps.
It seems that thumbnail creation in Sequoia is performed by a background task (see below). In my case, it is still running so it's hard to tell whether all of my image thumbnails will eventually be restored.

I’ve read most of these posts. Everyone is talking about the recent upgrade/update to Sequoia. My 2015 MacBook is running on Monterey 12.7.6, but in the last week or so, the thumbnail images disappeared. So, what would cause that when I haven’t had any updates? I’ve tried JPG, TIF, PSD, nothing works.
I wish to add here, all of my software produce files that no longer have thumbnails. I have Moho pro 14, Corel Painter, Rhino 7, and CorelDraw that now no longer show thumbnails for their native files within Finder after migrating to a new Mac with OS Seqouia. That would be formats: 3dm, Moho, CDR and RIFF. Hope this helps, thanks in advance
Since the update to Sequoia 15.1, I'm getting thumbnails for my Canon raw files .CR2, TIFF files and JPEGs, BUT NOT my .DNG files, which are ironically produced by my iPhone 15 Pro Max and are displayed as thumbnails in Photos.
Immediately after updating from 15.01 to 15.1, the battery on my Apple M1 MacBook Pro drained much faster than previously, but that seems to have slowed down. The launch-at-startup antivirus comes up almost immediately when logging in, which is also a change. It came up much slower before the update to 15.1.
So there's been progress with this issue, but there's still a ways to go.
