I don’t understand that move Favorites to the middle of nowhere in Photos App. I use it every time when I open App. Now I need to scroll and find it. How bad was that decision by Apple Developers’ Team?
And how do you do that if you can’t find the photos?

Not in it. Try looking below it in the list. Then hold and drag to the place in the list that you want it to be.

When I follow these instructions, and drag the pinned collection to the top of the list, it automatically reverts back to the location on the list it came from.

Ughh. Never hated an ios update this much.
I found a work around. First, go to Albums and create a Favorites album.
Then search Favorites and your old album comes up. Select all and copy, then paste in new album.
