Since the Photos app on your Mac isn't working as expected and freezes, we recommend that you try the steps here: If an app on your Mac stops responding, closes unexpectedly, or won’t open - Apple Support

To perform the steps in the article we suggested above, click and open the link, read the subheadings below, and try each step.

1) Quit and reopen the app

Quit the app, then open it again. If the app won't quit, force the app to quit. Then check to see if the problem with the app is fixed.

2) Restart your Mac

Restart your Mac. Then check to see if the problem with the app is fixed.

3) Check for updates

To see if updates are available for the app, open the App Store, then click Updates. If updates aren't available for the app, update the software on your Mac. Or if you didn't get the app from the App Store, look for updates to the app on the app developer's website. Then check to see if the problem with the app is fixed.

4) Reinstall the app

Delete the app. When you do this, you might lose data that was stored in the app. Then redownload the app. If you didn't get the app from the App Store, redownload the app on the app developer's website. Then check to see if the problem with the app is fixed.

Sometimes it works fine, yet sometimes, after retouching it for a while, if I leave the app and return to work on the same photo, the tool won't respond.

I noticed that when I press the "edit" button, the "upload" white circle in the lower right corner appears starts "filling up" and hangs eternally at about 99.999 % full, don't know if it is related.

Sometimes after trying to select the area to be retouched, even the app itself hangs (spinning wheel) until I force quit it.

macOS 12.6....(?) the current Sierra is 10.12.6

If you can run Sierra you can run High Sierra macOS 10.13.6
