Apple ID Recovery isn’t working (Apple ID Verification)

Hi! So I have a problem with my account, last week i received an email sating that my password was changed, but I didn’t, so after that it appears a pop up on my screen like 50 times a day saying “Apple ID Verification” and then it asks for my password. Obviously it didn’t work, and im 110% sure that this was the password that I had. So I started to do the recovery process and i’be done it for like 4 times already. I put all of my information, email code, passcode, text message with the code, card number, everything...

There was only one time that i received an email stating that i was going to get my password changed within 2 days, but after that, nothing happened and the process got cancelled. I have tried through the computer and using a friends phone. I don’t know if im even signed in to the apple id acc on my cellphone, since i have all of the information but when I click on my name in settings it says that i have to put my password to sign in. But my name is there. I don’t know if the phone that I made the request with (my friends phone) has to be turned off and mine as well. I turned off mine after doing of the requests and still nothing happened. Please help, I dont have a mac so its more difficult, and i dont know if someone’s hacking me and not accepting my request for the recovery of the acc.
