Photos app does not detect iCloud shared family plan

I have shared my iCloud+ (200GB) with my sister but she can’t upload her photos, it only says that here iCloud is full and prompting her to upgrade. But in her settings > name > iCloud

it shows the shared family plan


we have tried restarting her iPhone, and have not found anything in settings

After an hour or two, it just started updating and she no longer got the prompt to upgrade
