Pages is not designed to export videos to PDF with player controls. You get to see the first frame as a still image. If you want to embed a playable video in a PDF, you will need to add it to the PDF, after the Pages export to PDF, using a third-party PDF Editor.

A Pages video can be played in an exported EPUB3 document.
