Presumably you’re talking about a second hand, Activation Locked iPhone. In that case, the iPhone will remain useless forever. Recycle it or use it as a bookend.

You have run into an Activation Lock. If you do not have access to the Apple ID and Password information then there is nothing that you can do. That iPhone is useless to you at this time.
