Standard procedures, specifically trying to recover the pertinent password or to answer security questions, won't work if an iDevice is activation locked. Thus, we will not be able to do anything for you except to mention that Apple Support may be willing to help you if you have an extenuating circumstance (e.g., you have the receipt for the purchase of your device with its serial number on it or a court order instructing Apple to assist in the provision of access to a decedent’s information from the deceased person's accounts).
