Activation lock

I have a hand me down iPhone from a family member that I am unable to set up due to an activation lock. His Apple ID and password do not work to unlock the phone and we don’t know what ID and password were originally used. Any suggestions on how to recover this password or how to set up a new activation ID? Thanks!

if they are the original owner, have them take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store.
