Payment method not valid in the store

Hi, so a while ago I asked why i can’t add my credit card as a payment method and when I try to add it, it says that the card is not valid in this store, however after seeing your answers and some similar questions I came with a conclusion but I’m not quite sure about it, my question is if the card I’m trying to use is issued in another country (Europe) and I’m located in Africa is this why I can’t use it?
