Why is it that my MacBook Pro is trying to force me to purchase iCloud storage in order to be able to use these features in my computer. Yet, I can use the camera and notes on my phone?

Why is it that my MacBook Pro is trying to force me to purchase iCloud storage in order to be able to use these features in my computer. Yet, I can use the camera and notes on my phone?

You may being told that you have exceeded you 5GB of iCloud storage and that you need to buy more. If you don't want to do so, then you need to take some precautions.
Login to iCloud.com and see if there is anything in Photos or iDrive. I there is, then download whatever you find there to your computer using this read. https://support.apple.com/en-us/HT204055. Store what you download safely away from their original locations. You should be able to find your downloads in your downloads folder in the form of one or more zip files.
Afterwards, given that you didn't want to buy more storage, make sure you don't have the top two boxes shown below checked. If they are checked, then you have done what you need to protect yourself if you uncheck them.
