Why isn’t the latest update showing up on my iPhone 6 Plus

That is not possible.
One of these explains what happened:
iPhone 6 is not capable of running the newest iOS 13. iOS 13 requires 2gb of RAM, and iPhone 6 only has 1gb of RAM. iPhone 6 will no longer get iOS updates after getting them for over 5 years. If you want the latest software, you need a newer iPhone.
An iPhone 6 cannot run iOS 13. It is limited to iOS 12.

No. If she was able to get iOS 13, she has to have iPhone 6s, which looks identical to iPhone 6.
