How can I recover my Apple Account without a recovery key?

Hi, I am unable to log into my account after restoring my iPhone. 

I know my login and password but I do not have my recovery key (I stupidly saved it on my iCloud account)

when I try to log in, my account is not letting me verify my login with my mobile number.

It asks for my email which I can get a code to and use my but when I try to get a code to my mobile number it says unavailable and I am only able to sign back in with my activation code.
