Why can't I get battery service for my US-purchased iPhone SE (2nd gen) in Turkey?

This is a great question for Apple. Unfortunately they will neither see nor respond to posts in these user-to-user forums.

As you cannot get an official answer here, this Apple contact page for Turkey has several options for contacting corporate offices; se the gray-shaded section:

I did read it. You did NOT say that your base is in LA. You said you bought it in the US and are now trying to have it serviced in Turkey.

The service provider in Turkey already told you they won't do that.

Take it back to the US for service.

You can have your iPhone's battery replaced at any Apple Authorized Service Provider (AASP) anywhere in the world by paying for the replacement. However, free battery replacement under warranty is not available internationally. Warranty coverage—including battery service—is typically only valid in the country or region where the iPhone was originally purchased. Unless you're covered by AppleCare+ with international service benefits, you'll need to pay out of pocket for battery replacement outside your country of purchase.

Take it to an Apple Store in the US and have the battery replaced.

This is one of the reasons you should not purchase iPhones in a country other than the one where you live.

Sorry my advice seems to be mildly controversial despite Apple giving you no options, I hope you got the email before it was zonked.

Read the question again.

We don't control or influence Apple policies in these forums. The only answer to your question we can offer is “because you can’t”.
