Unable to make calls or send Messages on iPod Touch
My iPod is connected to Wi-Fi but I can’t call or text

Follow the instructions in the link provide above. First and foremost you MUST have an iPhone running iOS 9 or later. The iPod Touch cannot do it on its own as it has no cellular modem.
