How do I fix my inability to text non-iPhones over Wi-Fi? I set up Wi-Fi calling, and went through the 911 update (someone had told me that would prevent it) but messages still won't go to anything except other iPhones over Wi-Fi.

SMS messages use the cellular voice channel. MMS uses cellular data.
Some carriers may process SMS and MMS when connected to WiFi for WiFi calling, but not all do.
When I used an Android device on the same network, texting/calling over Wi-Fi never seemed to have this glitch. Would that make a difference? I'm just wondering if I'm missing a setting somewhere, as several people in the same location have mentioned that I shouldn't be encountering this issue.
