Apple Business Manager Error - This Apple Account can't be used...

Today no one in our IT team can log into Apple Business Manager we are all getting the same error This Apple Account can't be used with Apple Business Manager.

We have even used our test account with is connected to another domain and this also gets the same error.

Is anyone else having the same issue?
