iPod touch 4th gen can’t connect to Apple Store, is this just mine or is some certifications not signed anymore?

An iPod Touch requires iOS 10.0 or later in order to be able to access the store.

The most recent version of iOS that a 4th generation iPod Touch can install is iOS 6.1.6, which is why your iPod cannot access the store.
