"Apple Pay has been disabled because the security settings of this Mac were modified" message in Apple Pay settings

I have basically the same problem as this user:

"Apple Pay has been disabled because the … - Apple Community

I tried the steps and was able to set it up afterwards. But minutes later I had the same problem again.

My Software Updates are all set to automatic
csrutil is enabled
I've tried to set it up with a second admin account, but it only worked for a couple of minutes.

EtreCheckPro version: 6.8.6 (68057)

Delete any new Admin accounts you created. There should only be your old admin account.

Create new admin account. Then log out and log into your original admin account. Try to add a card. You should get the notice to reset Apple Pay. Reset Apple Pay.

Delete new admin account and log back into original admin account. What happens?

I've

dis- & enabled all automatic Updates
tried to set it up again with my own account
tried to reset it with a new admin
checked, that the boot option is set to full security
run EtreCheck (see my first post)

I've tried to

add a card with my existing account → configuaration fails because Apple Pay has been disabled...
set up new account → click add card → reset Apple Pay → login to my normal account → set up Apple Pay → after a couple of minutes it gets deactivated again.

Should I completely set up Apple Pay in the extra user?

Sorry for my confusion, I just want to make it clear for myself:

Only my original admin exists
create new admin
logout of original admin?
log into original admin
Add Card in original admin → I should get a notice
Reset Apple Pay in original admin
Delete new admin

Is that correct? Thank you very much in advance.

So, as I said in the prior post there are several variations that seem to work. There are two different potential solutions in the thread you linked to. Did you try both?

There are two variations with the new admin method. One has you adding a card and the second doesn’t add a card. Have you tried both methods?

No.

Create new admin account.

Log out of old admin

Log log into new admin try to add a card to Apple Pay, but don’t add it.

log out of new account.

log into old account and start to add a card.

Warning should come up about another account. Reset Apple Pay

For good measure do a restart and log into original account

Delete new admin account.

Apple Pay should work.
