I'm not sure how you can sigh out of something you're not signed into, though.

You might want to try Safe Mode:

It's not clear what's going on here. Are you trying to do the initial setup on your Apple TV? Have you confirmed your Apple ID and passcode are correct?

Okay. What are you trying to accomplish? What are you trying to sign in to?

A screenshot would be really helpful.

Apple TV has it's own store and doesn't use the App Store as far as I know. Look for the the icon that has the "A" on it in Apple TV.
