Cannot create a Smart Playlist with "Playlist is" rule

I recently migrated from iTunes to Apple Music App on Windows. When creating a new playlist, I cannot use the playlist matching rule, as there is no drop-down option:

Interestingly enough, my iTunes imported playlists have this field populated with a drop down.

I've also encountered a host of other bugs, including some smart playlists not synchronizing between users on the same PC

Is there some bug tracker we can use for this program? I understand Apple wants to lay down iTunes but this app has a long ways to go...
