You ran into this which is a big risk you take buying a second hand phone How to remove Activation Lock - Apple Support
Only way to remove it is entering the original owners information, contact the seller and get that info.
if you can't get a hold of the seller, then the phone is useless, recycle the device.
That is just one of the ways that a phone purchased from an unknown seller can become totally useless. I do not expect Apple to remove the Activation Lock because they do not get involved in third party sales. You will need to return the phone or contact the seller to have the phone removed from their account. They either did not reset it to factory settings before they sold it to you or it is a stolen phone. In either case, without the information, the phone will no longer be able to be used by you.
