I bought a iPhone 6 and the previous owner wont unlock it.
I bought a IPhone 6 off someone and when i ask them to unlock it they said the forgot the user and password.

Unless they can remove the phone from their account, the phone is worthless. Apple won't unlock it for you.
See if they can recover the ID/password. Use every email address they can think of.

If they forgot the Apple ID password, enter the Apple (iCloud) ID, and click Forgot Password. See if they can get a Rescue or Notification email option if necessary. Link to contact Apple Support at the end of the 2nd article.
