iPad mini

After my old iPad mini lost power, I changed it meanwhile power on it when it has 3% power. It asked password. After I put in, it immediately went configuration asked chose WiFi. I stopped here because I don’t want reconfiguration and lose my data. Now it is changed 46%. I powered off powered on a couple times. It always go to hello and reconfiguration. Do I lost data? I did not see it erased data. How I go back my data?
