How do I get back in my account, I reset my password already

I have reset my password over five times in the last two days and it signs in and then all of a sudden it pops up with a message saying my account is locked and start recovery process I do that but I don’t have access to my email address that is on file, nor do I have the access to the phone number But if I go on my phone in Settings my email address and my phone number that I have is active as of now or on my file so I don’t know what is going on and I want some help please
