Apple locked my account and will not let me reset password.

I am trying to login to my account and I get a message that my account has been locked out. I tried going to iforgot to change my password, but at the end it asks for my original password, which is not working. All I get is the error message that I have entered an incorrect password. Is there anywhere I can contact to reset my password so I can get access to my account. I have a trusted device (not apple) for recovery, but that is not working either.

Windows, Windows 10

If you don't receive your verification or reset email, read this Apple Support article: If you didn’t receive your verification or reset email - Apple Support

"When you make certain updates to your Apple ID, we’ll send you an email to help you complete the update. For example, you might have reset your password, reset your security questions, or added a new email address to your account." Also check your junk mail.

If you find you can’t sign in, reset your password, or receive verification codes, you can request account recovery (read this support article: How to use account recovery when you can’t reset your Apple Account password - Apple Support ) to regain access to your account. Yesterday I went to log into my Apple ID to check on a dispute I was able to log in then I went to download an app and it said wrong password. I entered my password that I know was correct. It then locked my out and when I tried to verify. The systems said they could not verify me. Now I am locked out. It said I needed to wait 24 hours which I did and now it saying I have to wait 48 hours.
