I want
to permanently delete ,hidden & viewable
apps from App Library.
apps that are not , now will ever be used!

That is not possible, you can only hide them from your available apps list, not your purchase history.

Limnos has explained that you cannot delete information from your Purchased list.
You can, however, delete any third-party apps you've installed on your phone and many (though not all) of the pre-installed Apple apps.
Remove apps from iPhone - Apple Support
If you do not see the option to delete the apps when folloing the above instructions, it probably means you have restrictions enabled. Go to Settings>Screen Time>Content & Privace Restrictions>iTunes & App Store Purchases and make sure that "Deleting Apps" is set to "Allowed".

Yes, I'm aware of that. In fact, I said as much in the first sentence of my post. And Limnos explained it in the post before mine. But, as the OP specifically said they wanted to delete apps from the App Library, and did not mention the list of previously installed apps, I provided the instructions for that. Unless the OP posts back, we will not know for certain which thing they were actually trying to do.

No, they do not as they are not installed on your phone.
