How do you turn off the activation lock if the owner doesn't know the apple id or password used either?

My cousin gave me this iPhone 4s to use with basic apps such as FaceTime and Books but shorty after using it, it went into activation lock. I've asked her what the Apple ID and password was and she told me she didn't know herself and had to make a new one herself. is there any other way to unlock it?
