Video playback not working on iPhone 13 pro

I am trying to watch YouTube or listen to music but it won’t play. Even on my camera roll I can’t play my videos. I want to see stories on Instagram but they also don’t load. Everytime I restart my device it works back to normal but then it stops working again and I have to constantly restart my phone
