my apple 13 has frozen while upgrading to the ios 15.2 so can not continue to transfer my backup to this phone. I have tried turning the phone and off more than once without success. What else can I do

(1) Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:
(2) If the above does not work then - Follow the instructions in this article by Apple ➔ If your iPhone is Non-Responsive or Frozen and see if that helps.
