My husband is recently deceased and I need to access his phone. Can this be done without wiping his contacts etc. and forking out an obscene amount of money to do do

I’m sorry for your loss. If you don’t know his passcode you cannot access his phone, but if he backed it up and/or synced it to iCloud Apple can allow you to access his iCloud account. Here are instructions in this link→How to request access to a deceased family member's Apple accounts - Apple Support. There is no charge and no cost associated with using the instructions in the link.
