You find somebody trusted and with a Mac or Windows computer that can perform the reset and erase on your behalf, or you engage an Apple repair provider or Apple Support or a Genius Bar if they’re open in your area.

There’s no way ‘round the requirement for a Mac or Windows computer for this reset-and-reload task.

Here’s the sequence: If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support

You’ll then either be starting over, or will be restoring your backup if you’ve been keeping backups (presumably in iCloud): Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Here’s how to create a backup, for the next time something happens to this iPad: How to back up your iPhone, iPad, and iPod touch - Apple Support

Unfortunately, there’s no way to back up this device, a d no way to recover or restore its contents, if there’s not already a backup.
