my i phone 7 screen is frozen, will not respond to any commands, a phone number comes up 1-801-695-**** and some guys comes on line then hangs up, is it possible to turn off the i phone another way

I literally just had this problem one minute ago. I fixed it somehow. So I restarted my iPhone by holding down the power button and waited patiently and it came back a 4%
My iPhone 7 screen is frozen, will not respond to any commands
