What’s the specific error message or diagnostic being shown?
You’ll want to have separate Apple IDs for separate users, and then set up family sharing if that’s appropriate.

Have you checked Settings/Screen Time for any restrictions?
It’s basically not allowing us to download apps because there is a lock on the account

The link is saying to contact Apple which is what I’m doing
i understand. The message is saying locked or disabled so I clicked on the link and it’s saying contact Apple support....
