Notifications and safari query

Bit of a novice here so looking for help, I keep seeing that when I use my devices that I am not getting notifications when I have enabled them all and it appears I have UIWebview on my iPad and iPhone. I think my Apple ID has been compromised however I have spoken to Apple and reset everything?

Notifications disappear quickly Since Notifications disappear so quickly how do I access them to take action ? Ie received a list of Security breaches and now it is gone after reading “one”

How did websites get into my notification center? I just upgraded to Monterey and I found all these notifications turned on. Some from website that I have no idea how they got into the list or how to get them out of it. Like Tomsguide.com? (what the hell is that even) and PBS newhour and eBay? This is very disturbing. Can someone explain how they got there and should I be worried about it. How do I get them out of my notification list since they aren't apps I've downloaded? Thanks!

Since that is a developers tool, did you contact Apple Developer Support:--> https://developer.apple.com/support/

or did you try to join their forum?:--> https://developer.apple.com/devforums/
