how to get text messages to show up on all your devices

Hoping someone can help. I have an iPhone 8 that is my work phone. I have a personal iPhone 7 and I have an iPad Air. The iPad Air and the iPhone 7 are in synch. If I text from one, the text shows up on the other. But I can't get the iPhone 8 to also be in the loop. Even tho the contacts and everything is shared, messages don't sync. The iPhone 8 used to play nice but a week ago I was having problems with the 8 and had to reset to factory settings. Since then, the 8 has not been in sync.

Anybody have any ideas? I've checked my iCloud settings under all three devices and they are identical. I even checked to make sure they matched the online iCloud settings.

Double-check that you have the same Apple ID on all devices (yes, I understand that you've already did this :) ), then make sure that you've confirmed all iCloud requests in Settings app after the reset.

Finally, sign out/in to iCloud and leave the 8 charging overnight with a good Wi-Fi connection so it could sync all data.
