after updating my iPhone and iPad to 13.2 my text messages no longer sync. Both devices use the same appleid and it seems to only effect those texts that are not from apple devices. what can I do to fix this?

Please verify that Messages is enabled on both your iPhone and iPad in Settings > Tap your account > iCloud.
Please verify that iMessage is enabled on your iPhone and iPad in Settings > Messages.
