Contacts crashes immediately upon opening. Have started in safe mode and still occurs. Does not occur with other users on same Mac. Occurs even if wifi not connected. Have run Apple startup diagnostic and all is good.

Download and apply the Mojave 10.14.6 Combo Update and follow that with the macOS Mojave 10.14.6 Supplemental Update.
There have been a number of bug fixes since your version and maybe that will fix your issue.
hmm.... I found one similar Apple Support Communities thread that was solved.

Although I suggest you take den.thed's advice and follow his link to resolve your issue, I'm curious as to what type/model of hardware you have and what OS you're running? Also, how much storage and RAM do you have, and are you booting externally or still on the internal?
If you're on Mojave, you may need to backup your contacts in the iCloud, then uninstall your contacts app from your computer, wipe out the plists and all, then reinstall from the App Store. You may have gotten some corruption or incompatibility when you upgraded from High Sierra.
