If you don't have a computer, borrow a friends computer or schedule an appointment at your Apple Store Genius Bar for assistance. You MUST know your Apple ID and Password, so make sure you know it.

Restore it using iTunes on your home computer: Restore your iPhone, iPad, or iPod to factory settings - Apple Support

If you don't have a computer with access to the internet, you can't restore it.

Is there more to this story? Where did the iPad come from? Are you the original owner of the iPad? Why do you need to restore it? Did you forget your 4 or 6 digit passcode?

Do you have no access to wifi?

Do you have a computer that has an internet connection?

Accessing the internet on your iPad won't help you at all. You have to use a computer with iTunes.
