Repeated syncing doesn't fix a corrupt artwork cache on your device. I would recommend removing all of the music from your iPhone as outlined in If you have music that won't play on your device - Apple Community, then syncing to it again.
To remove music from the device go to Settings > General > Device Storage > Music > Edit. From there you can select All Songs to delete them.
In some cases you may need to take the deeper steps of backing up your device, restoring as a new device, then restoring your backup and your media.

I've done the first process you suggest and that is not working... I even deleted the artwork cache per other, older suggestions here in Community. I will try backing up device, restoring as a new device, then restoring the backup and my media.
