I would use one of the free iWork apps, either Pages or Keynote to create a page with several photos. Both apps allow us to arrange the photos freely on a page and add some text. Then use the Share menu to save the page as a PDF or in some other format.
I used Collage it 3 Lite, which is free from the app store:
I wasn't totally happy, but it's free. I just did this picture, and it looks pretty good, though. There is also a Collage it 3 Pro for $10 that is looks to be better and pretty cheap. There are others, as well, but I haven't tried them. You export pictures from Photos to a Finder Folder, and drop them into this app from there.
Ultimately I used GraphicConverter ($40,) since I already had it and it did just what I wanted.
GraphicConverter is an all around image manipulator with lots of batch abilities and an interface that takes some getting used to. Like other apps, it is not to be used on images inside the Photos Library-- you export the pictuers and then load from Finder.
