Make sure your Finder settings are configured to show drives on the Desktop and/or the Finder's sidebar. Sometimes those settings get changed.
See if the physical drive appears on the left pane of Disk Utility. Within Disk Utility you may need to click "View" and select "Show All Devices" before the physical drive appears on the left pane of Disk Utility. If the physical drive does not appear in Disk Utility, then you have a hardware issue of some sort (port issue on computer, issue with cable, or an issue with the external Hard Drive itself).
Disconnect all other external devices from the computer in case one of them is causing a problem.
Connect the drive directly to the Mac.
If that does not work, then try connecting the drive to a powered USB hub.
You need to determine if the physical drive can be seen. That is the first step for each of these suggestions if the drive doesn't mount.
If the physical drive is seen, then the next step is trying to have Disk Utility mount the volume. If the volume doesn't mount, then try running First Aid on the physical drive, followed by running First Aid on the hidden Container (if an APFS file system) or on the partition/volume for other file systems.
