For web access (tv.apple.com), parental controls are set for each Apple Account, but separate from other devices with the Apple TV app. It does apply to all web access, though. Parental controls for Apple TV on the web - Apple Support

For third party devices with the Apple TV app, parents may set restrictions per device and per account. Each Apple Account would have its upper limit by user age, as set for the Apple Account.

For Apple devices, like the Apple TV box, each user profile account can similarly have their own restrictions.
