How to prevent unauthorized iCloud account creation using my primary email?

Personal email used to create iCloud account without my permission. My other email was used to create an iCloud account. This is my main gmail account and the person has used a phone number to lock it. I get the alerts but can’t lock the person out. I anticipate the possibility of being used to reach out to my contacts. How can I block this email from being used?

Your Gmail account has been compromised. Google has switched to two factor authentication and apparently the person has managed to not only discover your password but also set two factor on the account. You will have to work with Google about that. How to recover your Google Account or Gmail - Google Support —> https://support.google.com/accounts/answer/7682439?hl=en

As for the account with Apple, there is nothing you can do about that. You didn't make it so it isn't yours to delete. If you didn't create it then there shouldn't be anything of yours in it anyway.
