If you are seeing an attempted charge without the funds to process, you cannot prevent that from happening. That would be from a previously authorized transaction/subscription. You will not be able to request a refund or stop a pending transaction.
To stop an Apple payment, cancel the related subscription under Settings → Your Name → Subscriptions, or request a refund at reportaproblem.apple.com for accidental charges. Apple Pay payments must be handled through the merchant or your bank.
