iOS- parent controls not allowing use of apps

Recent- this week, yesterday/today. Apps are disappearing from my daughter's phone due to our family/screen time- usage and parental controls. We have been using apps (Spotify, Youtube, IMDB, Netflix, Google Chrome, Google, HBO Max, Band, Pinterest) successfully with parental controls. This week- these apps are not allowing her to use. What gives. Something is not communicating. With a soon to be 13 year old to receive their phone in March, I need this to be fixed. I should not have to remove all restrictions to allow her to use these apps.
