I was unable to update the playlist on my Apple IPod Shuffle 4th generation, after 15 years trouble-free use, and now the Ipod is empty and I have been unable to reload or reformat with ITunes. Do I give up, or buy a reconditioned Shuffle?

Try using Finder (not Music), restore, Disk Mode, FAT+MBR formatting, a different cable/port, or restoring with iTunes on Windows. Only if the device cannot be erased anywhere is the flash storage failing — at which point a refurbished shuffle is a good replacement.
