Contacts on Mac not syncing with iPhone

contacts on mac not syncing with iphone. i have checked the icloud settings on both my phone and mac and icloud.com. but some contacts are not in icloud or on the mac. if i quit the app on my mac then start it again, search for the contact, it will appear as a siri suggestion, but then disappears after a few seconds.
