My wife is getting some of the commands in apple mail in a foreign language. She admits to having changed something but cannot change it back since she does not remember what she changed. This on her iphone 14 Max Pro.

If the foreign language appears elsewhere, then she may have changed the display language for the iPhone, but that would change language for every user interface text displayed in the iPhone.
That option can be found in Settings ➜ General ➜ Language & Region ➜ Preferred Language.
Outside of that, clarification on what you meant and if possible a screen shot might help us better identify the issue.
